Strengthening online protection for minors in Montenegro
Montenegro, like the rest of the world, faces growing challenges in protecting minors online, with youth spending up to 9 hours daily on digital platforms and 60% of children and parents insufficiently informed about risks like data misuse, cyberbullying, and manipulative design, making systemic reform urgent.
This brief calls for a national contact centre and helplines, integration of digital literacy and safety in schools, stronger parental awareness, independent oversight, and cross-sector cooperation, aligned with the EU Digital Services Act and European Commission guidelines, to ensure a safer, empowering, rights-based digital environment for children.
